HR1 Interface is a comparison tool that lets you explore how individual sections of H.R. 1 (the "One Big Beautiful Bill") changed as it moved through Congress. It tracks the full text of each section across four legislative stages and highlights exactly what was added, removed, or modified between any two versions.

This tool, a project of the American Enterprise Institute (AEI), was developed by Philip Wallach and Angel Gao. Philip Wallach is a Senior Fellow in Social, Cultural, and Constitutional Studies at AEI, where he studies America’s separation of powers and especially Congress’ role in our constitutional system. Angel Gao was a Summer 2025 intern at AEI and is a 2026 graduate of the University of California Berkeley, where she studied Legal Studies with a minor in French.
