What is this tool?

HR1 Interface is a comparison tool that lets you explore how individual sections of H.R. 1 (the "One Big Beautiful Bill") changed as it moved through Congress. It tracks the full text of each section across four legislative stages and highlights exactly what was added, removed, or modified between any two versions.

Methodology

Sections were extracted from official bill text published on congress.gov (GPO).
Fuzzy matching and section-number mapping link each enrolled section back to its predecessors across stages.
Similarity scores combine TF-IDF (NLTK) and transformer-based (BERT/sentence-transformers) models.
Word-level diffs are computed in the browser so you can compare any two stages of a section.
